Why the WHO declared an Ebola emergency

The World Health Organisation has declared a global health emergency over a new Ebola outbreak in the Democratic Republic of Congo and Uganda, the first time this strain has caused an outbreak in over a decade, and right now there is no approved vaccine or treatment for it.
